Rulemaking Activity: Biennial Budget (2025-2027)

Statement of Need: The Oregon Patient Safety Commission (OPSC) is charged by the Legislature to reduce the risk of serious adverse events occurring in Oregon’s healthcare system and encourage a culture of patient safety. In accordance with the rules governing semi-independent state agencies, this action establishes the OPSC 2025-2027 biennial budget necessary to continue this work.

Rulemaking Activity: Patient Safety Reporting Program (PSRP) Participation Agreement Update

Statement of Need: OPSC's current participation agreement for the PSRP program creates a barrier to entry for eligible facilities and makes it difficult for OPSC to introduce new PSRP program offerings. Revisions of Chapter 325, Division 11 are needed to modernize the program and create more participation opportunities.

Rulemaking Activity: Annual PSRP Fee Table Consumer Price Index Adjustments

Statement of Need: PSRP fees are adjusted based on the Consumer Price Index. The OPSC Board of Directors reviews and approves these changes in June each year. The fee table in rule 325-011-0055 must be updated to reflect these changes.
